MONROE COUNTY YOUTH SOCCER LEAGUE
CONSTITUTION AND BY-LAWS
ARTICLE I-NAME
The name of this organization shall be the MONROE COUNTY YOUTH SOCCER LEAGUE,
herein referred to as MCYSL.
ARTICLE II-PURPOSE
To promote and encourage the sport of soccer for youths under the age of nineteen (19) in Monroe County, WV.
To develop good sportsmanship among players while promoting and teaching soccer to the youths of Monroe County, WV.
To emphasize the recreational aspects of soccer through participation and skill development.
To provide a non-profit organization to the public for the education of soccer competition in Monroe County, WV.
To provide leadership, time, energy, resources, and ideas; Encouraging initiative in community awareness and furnishing inspiration and guidance; To provide educational; activities; To have WVU 4-H Camp privileges (State and County); To provide non-profit status; and “TO MAKE THE BEST BETTER” 4-H motto.
ARTICLE III-BOUNDARIES
The boundaries of the MCYSL empowers Monroe County and surrounding counties for youths wanting to play soccer with discretion of President and Vice President, Out- of-state players may have to pay a special fee.
ARTICLE IV-LOCATION OF HEADQUARTERS
MCYSL at this appointed time has no headquarters or principal offices. Meetings are held in centrally located areas. Home games are held within the county.

MCYSL official colors are purple, white, and black.

ARTICLE VI-ORGANIZATION
MCYSL shall operate pursuant to the by-laws of; WVSA (West Virginia Soccer Association). USSF (United States Soccer Federation), USYSA (United States Youth Soccer Association), and WVU 4-H.
ARTICLE VII-AFFILIATION
MCYSL shall comply with the by-laws of; West Virginia Soccer Association (WVSA), United States Soccer Federation (USSF), United States Youth Soccer Association (USYSA), and WVU 4-H. MCYSL operates under the WVSA club #145189.
ARTICLE VIII-MEMBERSHIP
(A) Membership in the MCYSL will be by bi-annual registration. Membership shall be comprised of every registered player, coach. Referee, and/or administrator. Spring registration will be held on the third Tuesday and Thursday of the month of February. Fall registration will be held on the third Tuesday and Thursday of August. These dates may be changed at the discretion of the President. A PLAYER MUST BE PROPERLY REGISTERED IN ORDER TO PARTICIPATE!
(B)The membership of players in the MCYSL shall consist of participants in the following age divisions: U-6, U-8, U-10, U-12, U-14, U-16, & U-19. Any child younger than the WVSA mandix-designated age for U-6 has to provide a notarized waiver form to MCYSL to exempt them from WVSA Insurance.
Rosters may contain players of a younger age division, but not of an older age division. A player can participate on a team for an older age group as allowed by the WVSA age mandix for players, Primary and Secondary. Primary refers to the age group the youth falls into by age according to the mandix. Secondary refers to one age group older. Youth plays 100% practices and games for primary team, and may substitute for a secondary team.
(C) MCYSL will not discriminate against race, color, sex, or religion. MCYSL has no requirements regarding scholastic performance. This is left to the discretion of parents.
(D) A registration fee, established by the MCYSL Board of Directors according to the guidelines set up by the WVSA, USSF, and USYSA will be due at the time of registration. Under extreme circumstances, MCYSL may provide scholarship for a child approved by the MCYSL Board of Directors.

(E) No child shall be permitted to participate in practice or games until registration is complete, including payment of registration fees. This is required due to liability and insurance issues.
(F) Membership requirements of MCYSL for registration include the following:
(1) A copy of child’s birth certificate
(2) Registration Fee
(3) Registration and Medical forms completed, signed by parent or guardian, and notarized. Required bi-annually.
(4) Signature of parent and player on MCYSL Code of Conduct Agreement. Required bi-annually.
(G) The board of directors has final authority to determine the qualifications of, and to accept or reject, any applications for membership. Any member that does not abide by the rules of conduct set by MCYSL may be expelled by the Board of Directors. Once expelled, a player must appear before the Board of Directors to state his/her appeal and receive a majority vote for reinstatement.
ARTICLE IX- OFFICERS
(A) The Elected Officers of MCYSL shall be:
(1) President
(2) Vice Presidents, two (2) one from Union, and one from Peterstown
(3) Secretary
(4) Registrar
(5) Treasurer
(6) Delegates at Large, three (3) one from Union, one from Peterstown, and one from the Travel League.
These officers shall constitute the Board of Directors (BOD). Each BOD member has the power and authority as determined by the by-laws of MCYSL. BOD has general control of MCYSL.

DUTIES OF ELECTED OFFICERS
(1) President
*Shall preside at all meetings, appoint committees as needed, enforce the constitution and other rules and regulations of MCYSL and WVSA, supervise the affairs of the organization, act as chairperson of the BOD, be an ex-officio member of all committees, and call special meetings by first giving notice to Vice-President(s).
*President is a non-voting member of the BOD, who is allowed to vote only to cast the deciding ballot in the event of a tie.
*President will represent MCYSL and its members with other soccer associations and the WVSA, attending all general meeting of the WVSA or designating a replacement.
*The president will also schedule and call all games unless otherwise authorized.
*The president will co-sign with treasurer on all checking or savings transactions, give approval for all fund-raisers, sign receipts for donations, and place all special orders for MCYSL.
*President is also authorized to delegate to other Board members such duties as he/she sees fit.
(2) Vice President(s)
*Shall perform all duties and exercise the authority of the President in his/her absence or incapacity.
*Vice President(s) shall also notify BOD of Annual General Meetings or Special Meetings as directed by President.
*Attend all meetings.*Perform duties assigned at the discretion of the President.*Allowed one vote.
(3) Secretary
*Shall attend all meetings and keep minutes of meetings of MCYSL. The secretary is responsible to send copies of said minutes to WVSA.
*Shall keep records of all proceedings of the organization, write and disburse the weekly newsletters, and write all official correspondence for MCYSL at the direction of the president. ALL WRITTEN CORRESPONDENCE IS SUBJECT TO THE APPROVAL OF THE PRESIDENT.
*Secretary shall also perform such duties as deemed necessary by the president.
*Allowed one vote.

(4) Registrar
*Shall be responsible for registration of association members and keeping records of all registrations and memberships.
*The registrar shall register all players in a timely manner with WVSA and certify those registered members eligible for state tournaments. Spring registration due April 1 and Fall registration due October 1 to WVSA unless authorization from WVSA.
*The registrar shall also provide WVU 4-H Extension with current rosters for both Spring and Fall seasons.
*The registrar shall also provide each coach with current team roster before the first practice.
Coaches need pass cards signed by the registrar, and medical release forms in their possession by the first game of the season. New players must be added (penciled in) to the roster before they are allowed to play in a game.
*Attend all meetings.*The registrar shall also perform such duties as deemed by the president.
*Allowed one vote.
(5) Treasurer
*Shall maintain a balanced, itemized account of all funds received and disbursements paid.
*Provide such account bi-annually and annually to BOD and WVU 4-H office, and provide an account status at all meetings for recording in minutes.
*Shall also certify that all financial responsibilities to WVSA have been met (fees, registrations, and/or fines.
*The treasurer is authorized to sign (jointly with the president) all checks written on behalf of MCYSL.
*All disbursements shall be paid in full at the end of each season, and all receipts for funds received, disbursements, and donations shall be kept for seven years, according to WVSA rules and ten years for IRS purposes. The treasurer shall also be compliant with an audit performed at the end of each season (spring and fall) by an outside accountant chosen by the president.
*The treasurer shall also assume such duties as deemed necessary by the president.
*Allowed one vote.

(6) Delegates at Large
*Shall attend all Annual and Special meetings. *Perform such duties as are deemed necessary by the president. *Allowed one vote.
(B) Elected officers (BOD) of MCYSL shall be elected annually at the Fall Season Banquet by open nomination and majority vote. Each member of the Board shall serve a one-year term or provide a written letter of resignation to the BOD. Vacant offices during the current term shall be filled by appointment of the BOD and/or appointed committee. It is permitted for an elected to hold two positions concurrently, although it is neither desired nor encouraged.
(C) Elected officers are expected to attend all AGMs and Special meetings unless President or Vice President is notified of absence, in advance if possible. Emergency only acceptable excuse for absence.
(D) Appointed Officers shall be:
(1) Uniform Coordinators Two (1) Union and (1) Peterstown
(2) Field Coordinators Two (1) Union and (1) Peterstown
(3) Concession Coordinators Two (1) Union and (1) Peterstown
(4) Referee Coordinator
(5) WVU 4-H Representative
(6) Coaches (must be 18 years old or older)
(7) Assisted Coaches (must be 18 years old or older)
(8) Team Parents
Each appointed officer has the power and authority determined by the By-laws of MCYSL.
(E) Appointed officers of MCYSL shall be appointed by the BOD annually. Appointed officers may resign by submitting a written letter of resignation to the BOD with the exception of #’s 6, 7, and 8 bi-annually.
(F) Appointed officers are expected to attend all AGM’s and Special meetings unless President or Vice President is notified of absence in advance if possible.

DUTIES OF APPOINTED OFFICERS
(1) Uniform Coordinator(s) (2)
*Responsible to list uniforms with number, size, style (reversible), old or new uniform, and provide President with list bi-annually.
*Keep record of each uniform each season, (team, player, etc.) and return or uniform at end of season. NO UNIFORM, NO TROPHY, NO EXCEPTIONS!
*Keep record of coaching equipment (balls, cones, goalie shirts, team roster). ROSTER MUST BE RETURNED TO PRESIDENT TO BE KEPT ON FILE!
*Attend meetings of BOD.
*Assume duties as deemed necessary by president.
*Allowed one vote each.
(2) Field Coordinator(s) (2)
*Assumes responsibility for maintenance of fields (contact the BOD-approved mowing contractor set up schedule for mowing each season, contact treasurer with dates of service provided and to order supplies needed).
*Assume responsibility for Clean Up Days (determining what needs to be done to make it safe for MCYSL attendants).
*Makes sure that field sizes meet qualifications set forth in WVSA guidelines.
*Prepares fields for games, making sure fields are lined according to regulation.
*Enforce Handicapped Parking.
*Attend meetings of the BOD.
*Assume such duties as deemed necessary by president.
*Allowed one vote.

(3) Concession Coordinator(s) (2)
*A BOD member or concession coordinator needs to supervise operation of the concession stand at all times.*Contact each team parent to be sure workers are scheduled for home games (will be provided with a complete list with phone numbers).
*A list of workers who volunteered needs to be turned into secretary no later than 9:00 pm on Sunday to be recognized in newsletter.
*All money shall be counted by no less than two MCYSL committee members or BOD officers, and turned into President or Treasurer.
*Shall be responsible for making sure that restrooms are clean, and supplied with bathroom tissue, and that trash is picked up and removed from premises after each home game. (We have permission to place trash in dumpster at Greenville Store).
*Needs to make sure all field flags are stored in concession stand at the conclusion of home games.
*Also responsible to assist with all fundraisers and for planning of the annual picnic and banquet at the end of the seasons.
ALL SUPPLIES FOR CONCESSION MUST BE APPROVED BY THE PRESIDENT!
*Attend all meetings.
*Will assume such duties as deemed necessary by the president.
*Allowed one vote each.
(4) Referee Coordinator
*Schedule certified referees for all games as soon as possible for spring and fall seasons.
*With the approval of the president, schedule a referee clinic each year (preferably during spring season) to re-certify referees.
*Provide referees with MCYSL written qualifications and guidelines (see certified officer section).
*Attend all meetings
*Assume such duties as deemed necessary by president.
*Allowed one vote.

(5) WVU 4-H Representative
*Attend all meetings to update BOD with 4-H requirements and activities.
*Make sure that all needed documents is turned into WVU 4-H office (rosters, new membership forms, and financial report).
*Encourage players to do 4-H projects for awareness and camp eligibility.
*Assumes such duties as deemed necessary by president.
*Allowed one vote.
(6) Coaches
*Assume responsibility to attend all practices and scheduled games.
*Sign contract with MCYSL to assume responsibility for soccer equipment belonging to MCYSL equipment must be returned to MCYSL or replaced by the coach who signed for it.
*Rosters and medical releases kept confidential and returned to uniform coordinator each season.*Bring soccer equipment to all practices and games.
*Follow MCYSL rules and regulations, and enforce with players.
*Enforce safety rules at each practice and game (use shin guards, sports band for glasses, no jewelry, no pushing or shoving, etc).
*Keep records of practices and games in which each child participates. Each child must participate in at least 75% of games and practices, (unless child has a doctors excuse) and TURN IN UNIFORM to receive trophy.
*Document any violation of conduct rues at practices or games and turn into president.
*Remind players that uniforms may not be worn to school. For soccer use only!
*Coaches will not use tobacco, alcohol. Or non-prescription drugs at MCYSL functions.
*May call off a practice due to inclement weather. President or Vice President must be notified of cancellation. PRESIDENT ONLY MAY CALL OR SCHEDULE GAMES!!!!

(6) Coaches continued
*Attend one coaching clinical each fiscal year (January-December).
*Attend meetings.
*Assume such duties as deemed necessary by the president.
*Allowed one vote at discretion of president.
(7) Assistant Coach
*Perform all the duties and exercise all the power of the coach in his/her absence.
*Assume responsibility to attend practices and scheduled games to assist the coach.
*Attend meetings.
*Assume all duties as deemed necessary by the president.
*Allowed one vote at the discretion of the president.
(8) Team Parent
*Perform all the duties and exercise all the authority of the coach/assistant coach in his/ her absence.
*Contact players when practices or games are cancelled.
*Schedule concession workers from your team. There should be two parents from each team scheduled for either one hour before or one hour after each game. This schedule needs to be turned into concession coordinator for Peterstown or Union depending on your location.
*Assume such duties as deemed necessary by the president.
*Allowed one vote at the discretion of the president.

(G) Certified Officers: Certified officers of MCYSL shall be referees.
DUTIES OF REFEREES
*Referees shall dress in appropriate uniform that is easily distinguished from all players.
*Referees shall be at the soccer field thirty minutes before play is schedule to begin.
*Referees are responsible to check rosters for player eligibility, inspect cleats, shin guards, socks (cover shin guards), glasses (secured by elastic sports band), and no jewelry or sharp metal objects in hair.
*In addition to credentials, referees are required to have the following equipment: a coin, whistle, yellow or red cards, score pad for each game, pencil, Rules and Regulations book (with guidelines for ball sizes and game durations, for each age group).
*Referees must be state certified to referee all games. The only possible exception being the U-6 age group in emergencies at discretion of president.
*Adult referees are required for U-12 and older games. Exceptions may be allowed in case of emergency at the discretion of the president.
*Referees shall be certified by the state each fiscal year (January-December). MCYSL shall schedule annual re-certification clinics yearly. (See duties of Referee Coordinator).
*Referees are required to contact referee coordinator at least one week in advance if unable to referee their scheduled game. Only emergency is acceptable excuse for cancellation with notice less than a week.
(F) MCYSL Elected and Appointed officers can be dismissed from their duties for failure to abide by the by-laws of this organization. Documentation of conduct or failure to attend meetings is recorded by the secretary. BOD members or appointed officers shall be dismissed by a majority vote of officers present, followed by a written letter of dismissal signed by at least two members of the BOD. Exception to this procedure is only by special circumstances with approval of the BOD.

ARTICLE X-MEETINGS
(A) Meetings of the MCYSL shall consist of Annual General Meetings (AGM) and Special Meetings called by the president.
(B) Annual General Meetings (AGM) should not occur less than three meetings per season. Required meetings shall occur on the second Thursday of January, the second Thursday of March, and the last Thursday May during the spring Season, and on the first Thursday in August, the the second Thursday of September, and the last Thursday of October during the Fall Season. Meetings can be scheduled at the discretion of the president for alternate dates in the time frame allotted.
(C) Annual General Meetings (AGM) shall adhere to the following outline for agenda.
(1) Roll call
(2) Minutes
(3) Financial Report
(4) Old and New business
(5) By-Laws and rule changes
(D) Each member shall be contacted and provided with a 10 day notice of AGM and Special Meetings unless president or vice president is notified in advance, if possible. Emergency only acceptable excuse for absence.
(E) Special Meetings should outline only special business matters or concerns necessary to the operation of the organization. Each member should be contacted by the vice president(s) with a three day notice of special meetings if possible. Notice waived in the event of an emergency. Special or emergency meetings shall be called by the president.
(F) AGM’s and Special meetings are open to all members of MCYSL; BOD and Appointed officers shall have one vote. The president will cast the deciding vote in the event of a tie. Other members may be afforded a vote on matters deemed appropriate by the president.

ARTICLE XI-RULES OF CONDUCT
RULES OF CONDUCT FOR MONROE COUNTY YOUTH SOCCER LEAGUE
Play the game for the games sake. Be generous when you win, be graceful when you lose. Be fair always no matter what the cost. Conduct yourself with pride and honor. Learn and follow the laws of the game. Accept the decisions of the officials. Work for the good of your team. Believe in the honesty of your opponents and teammates.
Be Respectful: Loud offensive remarks are not permitted by parents, coaches or players. Players have the right to not hear disagreements with the coach or officials from adults. They do not belong on the soccer field. Questions? Input and positive/negative comments should be voiced to the coach and/or club in an adult atmosphere. (The youth player should not be present.)
Reject Corruption Drugs, racism, violence, and other dangers to our sport, and assist others to do so as well. Opposing parents, coaches, and players, shake hands after each game. No alcoholic beverages shall be consumed or allowed near the playing area. No use of any tobacco or illegal drugs is allowed near the playing area. Shin guards are mandatory Eyeglasses must be secured by an elastic headband. No hard cast or braces with exposed metal parts may be worn.
ABOSULTY NO SWINGING OR CLIMBING ON GOALS. Only registered players can play.
CAUTIONABLE OFFENSES- YELLOW CARD (1) Guilty of unsporting behavior. (2) Shows dissent by word or action. (3) Persistently infringes the Laws of the Game.
SENDING –OFF OFFENSES –RED CARD
(1) No use of offensive, insulting, or abusive language,(including no verbal language or gestures) shall be tolerated. The referee should judge offensive language according to its content (specific word or action used) , the extent to which the language was heard by others beyond the immediate vicinity of the player, and whether the language was directed towards officials, opponents, or teammates. Use of foul language is a sending off (red card) offense.
(2) Soccer is a tough competitive contact sport where the contest to gain possession of the ball should nonetheless be fair and sporting. Serious foul play in the related offense of violent conduct are strictly forbidden. The punishment is sending off (player) or dismissal (non player). This type of offense includes, but is not limited to: retaliation, tackling from behind, violent conduct, (physical or verbal aggression against opponent, team mate, referee, spectator, or any other person).

Violent conduct either on or off the field of play will require the individual to be ether sent off (player) or dismissed from the premises (non player).
(3) Spitting at an opponent or any other person. No explanation needed. Spitting is a sending off offense.
(4) Any player who receives a second caution (yellow card) in the same match shall be sent off. A second caution leading to dismissal from the field can occur at any time during a match (including half time, additional periods of play, and kicks from the penalty mark.).
Any team or other staff member receiving a red card or ejection shall receive the following minimum sanctions:
(1) First offense – one game suspension
(2) Second offense-two game suspension
(3) Third offense- POSSIBLE DISMISSAL FROM MCYSL!!!
There will be practice this evening April 16, 2013 I hope to have a schedule for this Saturday games tomorrow.
